UK Councils Plan to Sell Off Community Hubs and Sports Centres to Manage Finances

Based on a recent poll of local authorities, English councils are planning to sell community centers, sports centres, and retail spaces as they bet on a fire sale of properties to stabilize finances.

Increasing Financial Pressures Drive Asset Sales

The Key Cities Group for major urban areas in the UK reported that 60% of local authorities are intending to sell assets to cover the rising costs of social services for vulnerable individuals.

Local governments have previously come under fire for selling playing fields and open spaces to shore up their budgets, but they argue they must continue to generate essential revenue from property disposals or declare themselves bankrupt.

The group said that a significant number of councils attempting to raise money from a quick sale of holdings marked “a distinct shift from 2024, when the largest share (six in ten) of local leaders said they would focus on restructuring services and utilising savings to manage growing fiscal pressures.”

Specific Cases of Proposed Sales

Medway Council in southeast England announced its asset disposal plan featured the sale of a retail complex in a local town and a social club in another town to raise £20m over five years.

  • Gillingham golf club and business parks owned in two English counties, which all generate rent for Medway council, will additionally be disposed of under the strategy.

Local Levy Rises and Wider Fiscal Strains

This research of local authorities in the key cities group, which covers several urban centers, further found that over seven in ten of authorities will have to raise council taxes next April to cover the growing cost of core provisions, increased rates of housing insecurity, and a longstanding accommodation deficit.

Medway council explained it will proceed with asset sales after sharp increases in the cost of children services, special educational needs and disability (Send) provision, adult social care, and short-term housing.

“We are adopting innovative approaches but some of these take time to achieve both improved services and financial savings,” stated Vince Maple.

He added: “We face demographic pressures which will persist to increase the pressures we have. As a unitary authority, we had a 91% cut in our revenue support grant from 2010-24, which is extremely difficult.”

National Trends and Projections

A survey of regional authorities this week further found council budgets being stretched by the increasing figures of children and older individuals requiring special educational assistance.

The County Councils Network projected that council deficits will reach 4.4 billion pounds a year by the end of the decade, as they struggle to manage increased demand.

Government officials have delayed scheduled changes to the Send system until next year after a white paper outlining those reforms was recently delayed.

Deprivation and Funding Shortfalls

Based on the latest indices of deprivation (IMD) covering English councils, several participating urban areas were among the most deprived in England.

  • “Member cities like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton rank in the most deprived 30 across the country under the latest deprivation indices,” said the report.

“Although only a single urban area is among the ten most deprived for disadvantaged communities countrywide, urban areas are much more prone to be in the worst-off 20% of England. The figures underscores the scale of challenges facing municipal officials across key cities in the next twelve months,” the report concluded.

“Local government leaders have been explicit about the need for a equitable and lasting funding system that reflects and addresses the real levels of disadvantage and need,” said a council leader.

“Lacking this, councils will continue to face impossible choices around which essential services to fund, and which to reduce, to the detriment of their communities.”

A fifth of local authorities have reduced or weakened care services in the past 12 months, the survey revealed.
